Rules of submission, review and publication of academic papers

Basic Rules

The editorial board accepts for consideration papers that have not been subject to previous or current publication in other periodicals. Original papers submitted to editorial board are accepted for consideration on condition that the author (authors) agrees to editorial right to make changes and do scientific correction, editing and proofreading of the texts under consideration. Authors bear full responsibility for the authenticity of the published data.

Form, Structure and Size of Papers

  • An original article is to contain up to 4,000 words and have about 30–40 bibliographic references. An experimental paper should have the following structure: introduction, methods, findings, results, discussion and conclusions. It should describe the research findings that are aimed at solving an actual/current scientific problem, i.e. it should be scientifically novel.
  • A review is to have up to 6,000 words and about 50–70 bibliographic references. It should represent the actual state of research in the given sphere and include an impartial critical analysis of present-day literature on the subject under consideration. Reference in the texts of papers and reviews is preferably to be made to recent editions, which have been published within the last 5-10 years.
  • Book review or review on other type of publication.
  • A short report is supposed to contain up to 2,000 words and have about 15–20 bibliographic references. It is to be written in form of a short article representing new findings without giving detailed description of the experiment.

Admitted also are papers describing clinical cases, containing overviews and current news of conferences and other events, as well as critical reviews.

Submission

The paper is to be submitted to the editorial office in an either hard or soft copy. Alongside with the paper, there must be submitted the following documents (the samples can be found in the editorial office or on the journal’s website):

  1. The author's (one of the authors') personal written application or the official application of the institution where the paper was written. It may be sent to the editorial office either in its hard form or in a scanned form via e-mail.
  2. The paper itself with the front page bearing the signatures of all its authors followed by their full names. The paper may be signed by only one of its authors, who takes full responsibility by signing it, adding the inscription Agreed with all the Authors. It may be sent to the editorial office either in its hard form or in a scanned form via e-mail.
  3. The author's form (the authors' forms) containing all the information about the paper and its authors needed for publication and correspondence. It is to be filled in according to a specific Microsoft Word format and sent to the editorial office via e-mail.

By submitting paprer to the editorial office the author (authors) are accepting terms and conditions of contract offer.

One issue of the journal may not usually contain more than two papers by the same author, including joint authorship.

All the original paper copies submitted to the editorial board are subject to a mandatory review. After the author received a review and replied to the editorial office, the editorial board decides to either publish the paper or reject it. The editorial board reserves the right to reject a paper without giving reasons.

Upon preliminary examination, all the academic papers are subjected to a review. Review of the academic papers is performed by the members of the editorial board, editorial council and specially invited independent readers. All reviewers are highly qualified specialists in a particular scientific direction, and have publications on the subject of the reviewed article within the past three years. The choice of a reviewer for an academic paper is done by the editor in chief.

Generally, the review process is limited to 1 month, though in some cases the schedule may be adjusted at the reviewer’s request.

Reviewers are refused a possibility to copy the authors’ original papers and pass them over to the third party without a permission of the editorial board. Reviewer has an option to refuse from an assessment should any conflict of interests arise that may affect perception or interpretation of the paper. A review should contain a competent analysis of the author’s original work, its impartial well-grounded assessment and valid conclusion on its publication possibility.

The main goal of reviewing is to provide an expert quality assessment of the content of the author’s original paper based on the following criteria: correspondence of the paper title to its content; general analysis of the actuality of the scientific issue and its completeness; its scientific novelty and significance, reliability of the related facts; text coherence and consistency; availability of the analysis on the regarded issue; statistical data analysis; validity of the presented tables, graphics and their correspondence with the regarded issue; availability of references to the literature and other sources; academic voice, terminology; availability of the conclusion and its validity; compliance with the formatting rules.

All the academic papers are subject to a mandatory double-blind peer review (when neither the reviewer is aware of the authorship of the paper, nor the author maintains any contact with the reviewer)

Upon the scrutiny, the reviewer is expected to present the editorial board with one of the following recommendations (with each decision well-grounded):

  • to accept the paper for publication in its current form;
  • to invite the author to revise the paper to address the reviewer’s commentary before accepting it for publication;
  • to assign an additional review by another expert;
  • to reject the paper.

Upon the decision to accept the paper for publication, the editorial staff notifies the authors of the scheduled date of publication. In case of the decision on rejecting a paper the editorial staff sends the reviewer’s commentary or a motivated refusal to the author. If the reviewer has recommended any refinements, the editorial board suggests the author should either take them into account when making a new version of the paper, or dispute them reasonably (partially or completely). Authors are kindly required to limit their revision to 2 months since the date they were sent an e-message demanding revision of the paper. The revised version of the paper is forwarded for a second review.

Original reviews of submitted papers remain deposited in the editorial office for not less than 5 years. Paper reviews are not published, but may be used only within the office documents circulation or when contacting the author. Reviews copies can be sent to the Russian Federation Ministry of Education and Science on their demand.

The text of the paper is to be typed on a computer via Microsoft Word or OpenOffice/LibreOffice text editor. The front page should bear the paper’s title, each author's surname (last name), first name and patronymic, the name of the institution where the paper was written, the name of the city (town) and country. This personal information is to be followed by the text of the paper. The tables and drawings should be clear and obvious. They must bear each a caption under it and they are not supposed to repeat the data given in the text. It is necessary to include reference to each table and drawing in the text. Abbreviations may be used in the text after being mentioned in their full word form. The same file should include an abstract of the paper containing 200–250 words and 5-7 key words and phrases. The abstract is to correspond fully to the structure of the paper and shortly cover its main content.

The list of bibliography and references to original publications in Russian language are to be formatted in compliance with general requirements and rules of making bibliographic references given in the Russian State Standard (Russian: ГОСТ Р 7.0.5-2008 «Библиографическая ссылка. Общие требования и правила составления»). All the cited literature is to be located at the end of the paper in the alphabetical order. The literature written in Roman alphabet is to be located after the literature in Russian or Cyrillic alphabets. The referred sources should be represented with the names of all its authors whatever their number. Bibliographical description of a Russian source is to include its transliterated original title and its English version. Transliteration may be done via Translit.ru website that offers choice of BSI transliteration system. Bibliographical sources in languages using Roman alphabet do not need an English translation. On author's demand, the editorial office can send a detailed instruction on formatting the list of bibliography supplied with particular examples.
